The Back Story:

California Republic

During 1845-46, California had been largely neglected by Mexico for the twenty-five years since Mexican independence. It had evolved into a semi-autonomous region with open discussions about whether California should remain with Mexico; seek independence; or become annexed to the United Kingdom, France, or the United States. In 1846, insurgents took military control north of the San Francisco Bay. They had the aspiration of forming a sovereign state and government for California.

The term “California Republic” appeared on the flag the insurgents raised and is much the same as the flag is today.
